
According to the website of the National Immigration Administration of China, the China Exit-Entry Administration has decided that starting from March 20, 2025, it will issue temporary exit-entry permits (EEPs) to Hong Kong, Macao, and Taiwan residents in need of such permits, and will provide "dual permit correlation" verification service between the EEPs and the residence permits.
The two facilitation measures include:
- Residents of Hong Kong, Macao and Taiwan who need to travel between cities in the Mainland in an emergency by air or train due to loss, damage or forgetting to bring their EEPs can log in to the China Exit-Entry Administration's administrative service platform (Immigration 12367) through their cell phones and apply for an electronic temporary EEP with a validity period of seven days, which will be available for checking by civil aviation, railway and other units;
- For Hong Kong, Macao and Taiwan residents who have a need for the linkage between their EEP and Residence Permit for the purpose of handling personal affairs, they may submit an application for linkage enquiry on the Bureau's administrative service platform, or apply for the issuance of paper linkage enquiry results from the Exit-Entry Administration Organization of the public security authorities at or above the county level, for the purpose of proving to the relevant departments and enterprises the linkage between their EEP and Residence Permit.
Departments and enterprises in charge of various trades and industries that provide card processing services for Hong Kong, Macao and Taiwan residents may apply for connection to the Exit-Entry Document Identity Authentication Platform of the Bureau, so as to automatically verify the linkage of the two cards through system connection according to the needs of Hong Kong, Macao and Taiwan residents.
It is understood that with the increasingly close exchanges between Hong Kong, Macao and the Mainland, Taiwan and the Mainland, more and more Hong Kong, Macao and Taiwan residents to the Mainland business, tourism, study, work and life, they use the pass and residence permit to enjoy the convenience of the development of life, at the same time, due to the loss of the pass, damaged or forget to carry, there is a "travel difficulty" problem. When Hong Kong, Macao and Taiwan residents travel by air or train within the country, they need to go to the local public security authorities' exit-entry administration organizations from the airport or station to issue paper certificates if they have lost, damaged or forgotten their permits, which is a time-consuming process that affects their itineraries.
In addition, some Hong Kong, Macao and Taiwan residents are holders of both the EEP and the residence permit, and it is difficult for the relevant departments to verify the relationship between the two permits when they use one of the permits for financial and Internet services and then use the other, which brings inconvenience to their daily lives. In response to the urgent and difficult issues in the integration of Hong Kong, Macao and Taiwan residents into the development of the country, China's Exit-Entry Administration has actively worked with the relevant departments to introduce the above two facilitation measures through the empowerment of technology.
