
This morning (March 20), Chief Executive John Lee officiated the launch of the Low-altitude Economy Regulatory Sandbox. The event was attended by key figures, including Secretary for Transport and Logistics Mable Chan and Director-General of Civil Aviation Liu Chi-yung, and HKUST Council Chairman Harry Shum.

In his address, Lee emphasized that the low-altitude economy is a strategically important emerging industry, showcasing new productive forces. He highlighted its potential to enhance urban management and business efficiency while providing citizens with innovative smart living experiences, thereby becoming a new engine for economic growth.
Lee noted that Hong Kong is well-positioned to lead in this area, being an international innovation hub and home to five universities ranked among the top 100 globally. The purpose of the "Regulatory Sandbox" is to allow businesses, academia, and government to experiment with pilot projects in a safe environment, fostering the development of the low-altitude economy.
The drone projects presented today cover various sectors, including delivery, aerial inspection, and system technology, aimed at stimulating smart city initiatives and economic diversification. Lee remarked that the current era is one where various stakeholders can demonstrate their capabilities in the low-altitude economy, thanking all participants and supporters of the initiative.
In his 2024 policy address, Lee announced the establishment of the "Working Group on Developing Low-altitude Economy," led by Deputy Financial Secretary Wong Wai-lun. The group will push forward pilot projects, having received 72 applications and selecting 38 for development, spanning fields such as emergency rescue, logistics delivery, and low-altitude infrastructure.
