
The Hong Kong Special Administrative Region (HKSAR) delegation to the 14th National People's Congress (NPC) has arrived in Beijing ahead of the annual NPC session, which is set to open on March 5. During their first meeting today (March 3), Ma Fung-kwok was elected as the delegation's leader, with Ng Chau-pei and Chan Yung serving as deputy leaders. Several HKSAR deputies addressed the media tonight at 8 p.m. in Beijing.

Ma Fung-kwok expressed gratitude for being re-elected as the head of the delegation and noted that, except for a few members who were unable to attend due to health reasons, the delegation has arrived in Beijing in full force.

Ng Chau-pei emphasized the delegation's enthusiasm and readiness, pointing out that this year marks the final year of the country's 14th Five-Year Plan. He expressed hope that the central government's work report and the upcoming 15th Five-Year Plan will align with HK's development. Ng reiterated HK's commitment to leveraging its unique strengths to contribute to the nation's needs and overall progress.

Chan Yung commented on the favorable weather in Beijing and noted the widespread interest in topics related to HK's economic integration with the country. He highlighted the importance of supporting private enterprises and pledged the delegation's full commitment to the upcoming sessions.

Chen Chung-nin expressed his hopes that the government's work report would introduce new fiscal, monetary, and real estate policies. With the recent surge in popularity of DeepSeek, he also anticipated that the report would include additional measures to promote the development of new productive forces.

Chan Man-ki revealed that she has prepared five proposals for this year's session, covering topics such as social welfare, legal reforms, talent development in the Greater Bay Area (GBA), and elderly care in the region. She proposed introducing a "GBA Elderly Card," enabling seniors to access cross-boundary elderly care services with a single card.

Chan Hiu-fung, another HKSAR deputy, disclosed that he has prepared around ten proposals, reflecting the concerns of various industries in HK. He highlighted the importance of integrating HK into the national development strategy. Looking ahead to the 15th Five-Year Plan, Chan noted industry concerns about consolidating HK's position as "eight centers" and enhancing its role in the country's overall development.
Addressing the topic of artificial intelligence (AI), he said that HK's data resources could play a critical role in AI development. He emphasized the city's advantages in terms of talent, capital, enterprises, and creativity, and expressed optimism about future collaboration opportunities between HK and mainland enterprises in the AI sector.
