There has been a new development in the transfer of suspects of crimes related to telecommunication fraud and human trafficking from Burma's Karen border guards to Thailand. According to Thai media reports, Liu Zhongyi, Chinese Assistant Minister of Public Security, led a delegation to Myawaddy, Burma, on Feb. 16 to meet with the Burmese Minister of Home Affairs and to learn and discuss with local officials about the process of transferring Chinese suspects from Myawaddy to Thailand and escorting them back to their home country.

Thai immigration officials briefed the Chinese delegation on the procedures for resettlement, screening and handover of persons involved in wire fraud, and emphasized that all persons must undergo a joint examination by both China and Myanmar before repatriation.

During the visit, Liu Zhongyi said that the Chinese government will follow the program that had been adopted in 2024 and send chartered planes to land directly at Mae Sot International Airport in Changwat Tak, Thailand, and it is expected that the first batch of 500 to 600 people involved in telecommunication deception will be transferred back to their home countries through Thailand in the near future.

According to the latest news, Burma's Karen Border Guard Force (BGF) and the Democratic Karen Buddhist Army (DKBA) have previously succeeded in controlling and screening at least 1,000 people of interest, more than half of whom are Chinese nationals. These Chinese nationals will enter Thailand through the Thai–Myanmar Friendship Bridge No. 2, be processed through the national transfer mechanism, and then escorted back to China. The Burmese government has now compiled a list of Chinese nationals in the Shwe Kokko area for transfer to Thailand. These people, who include members of telecommunication fraud syndicates and victims of human trafficking, will be the first to be centrally transferred to Thailand.

The sources said that the Thai side had already started to build up a database of the relevant persons and the Chinese side had submitted a list of about 3,700 suspects involved in telecommunication fraud and human trafficking to the Thai side in advance. These transferred persons will be subject to biometric scanning and identity document checks upon entry into Thailand. The Thai side will also build up a database to strengthen its efforts to crack down on telecommunications fraud and human trafficking.
