Beware of espionage risks abroad: Protect national security and personal safety

In recent years, incidents of Chinese nationals being approached and coerced by foreign espionage agencies while abroad have increased, posing significant risks to national security and personal safety. When encountering foreign intelligence agencies attempting to approach, harass, or coerce, it is vital that citizens promptly report such incidents to the national security authorities to safeguard both national interests and personal rights.

A Livestream Attracts Unwanted Attention

Li, a self-media content creator, focuses on producing short videos showcasing exotic cultures on domestic and foreign social media platforms, earning a large following. During one of Li's livestreams on a foreign social media platform, their activities caught the attention of a foreign intelligence agency. The agency, noticing Li's significant fan base in both countries, identified them as a potential target for recruitment.

Subsequently, under the guise of law enforcement, the foreign intelligence agency summoned Li to a confined space, claiming that as a foreigner, Li's livestreaming in the country had not been properly reported to the relevant authorities.

Coerced into Compliance

During the interrogation, the foreign intelligence agency accused Li of potentially carrying dangerous items. It confiscated Li's personal belongings, including a mobile phone and other electronic devices, cutting off all external communication. They further alleged that Li had violated the country's laws by filming in "restricted areas" without permission, threatening severe criminal penalties.

Overwhelmed and panicked, Li was eventually confronted with the agency's true identity. The agents promised leniency if Li agreed to cooperate. Under pressure, Li reluctantly complied with their demands. The agents forced Li to provide a statement, take photographs, and assign him espionage-related tasks before eventually allowing Li to leave the country.

Escaping the Trap and Reporting the Incident

Upon returning to China, Li, still shaken by the experience, struggled internally before deciding to report the incident. Li called the 12339 National Security Hotline and voluntarily disclosed his experience. Following the report, national security personnel initiated an in-person interview with Li. Li truthfully described being coerced into espionage activities and assigned tasks by the foreign intelligence agency.

Given Li's voluntary disclosure and the lack of actual harm caused to China's national security, the national security authorities decided not to pursue legal action against Li. They also provided guidance to help Li strengthen their awareness of security precautions.

National Security Authorities' Reminder

Article 55 of the Counter-Espionage Law of the People's Republic of China states:

Where those conducting acts of espionage turn themselves in or make meritorious services, they may be punished leniently, have their sentence commuted, or have punishment waived; where there is major meritorious service, rewards are to be given.

Prosecution may be avoided for those coerced or induced to participate in espionage organizations or hostile organizations abroad and who engage in activities endangering the national security of the People's Republic of China but promptly and truthfully explain the circumstances to an organ of the People's Republic of China-based overseas, or, upon reentering the territory, either directly or through their unit, promptly and truthfully explain the circumstances to a state security organ and express remorse.

Chinese citizens encountering suspicious situations abroad that could endanger national security should remain calm and handle the situation rationally. Upon returning to China, it is essential to report the incident truthfully. Reports can be made through the 12339 National Security Hotline, the online reporting platform (www.12339.gov.cn), the Ministry of State Security's official WeChat account, or by contacting local national security authorities directly.
