No intermediary needed for talent scheme, ImmD ensures strict checks: Chris Sun

In a meeting with the media today (Dec. 9), the Secretary for Labor and Welfare, Chris Sun, responded to reports that some intermediaries had assisted Top Talent Pass Scheme (TTPS) applicants to come to Hong Kong with false qualifications, saying that applications for the TTPS do not need to be made through intermediaries, and that applicants for entry into Hong Kong should not easily and blindly believe in what intermediaries say; and that the Immigration Department (ImmD) conducts stringent gate-keeping in every application.

Sun said that the design of the system of the TTPS is clear and rigorous. There are two main ways for applicants to apply, one is to meet the criteria of graduating from the Aggregate List of Eligible Universities, and the other is to have a high income, i.e. an annual income of HK$2.5 million as confirmed in the year immediately before the application.

He pointed put that the ImmD has stringent control over each application and there is no such thing as a loophole in the system. As a matter of fact, the application procedures for both the TTPS and the enhanced Quality Migrant Admission Scheme are very clear and applicants can process their applications online.

Colleagues of the Labour and Welfare Bureau and the ImmD have, on various occasions, made it clear to people who intend to apply for entry into Hong Kong under the talent schemes that they don't need to submit their applications through intermediaries, he said.

Intermediaries are unable to provide assistance, and applicants can simply apply online on their own. As far as possible, the administration has also provided clear official information on how to meet the eligibility criteria, he added.
