
The policy address 2024 proposes a three-year pilot scheme next year to subsidize elderly Comprehensive Social Security Assistance (CSSA) recipients retiring in Guangdong to reside in designated residential care homes for the elderly (RCHEs) in the Guangdong Province. Each eligible elderly person will receive a monthly subsidy of HK$5,000, subject to a quota of 1,000.
Chris Sun Yuk-han, Secretary for Labour and Welfare, stated that the program primarily targets CSSA elderly individuals who are capable of self-care. They can continue to receive CSSA in the mainland, which totals over HK$9,400 per month. It can cover all the expenses in some of the designated residential care homes in Guangdong.
Sun also mentioned in an RTHK radio program that over 250 elderly individuals currently reside in residential care homes under the "Residential Care Services Scheme in Guangdong", marking a historical high. More mainland residential care homes will be involved in the program in the future.
