Male staff member of Hong Chi Association suspected of violating male and female student

A male staff member of the Hong Chi Association is suspected of violating a male and a female student during his duty hours, who have been arrested and charged by the police. He has also been dismissed by the Association.

Chris Sun Yuk-han, Secretary for Labour and Welfare, expressed high concern over the incident today (Oct. 24). He and the Director of Social Welfare have met with the top management and chairman of the organization, and the Social Welfare Department has also followed up seriously, including conducting emergency inspections of the facility immediately.

Regarding the reason why the Hong Chi Association and the Social Welfare Department made the incident known to the public two months after it occurred, Sun explained that the delay was to ensure the emotional stability of the victims and their families, avoiding secondary harm. Therefore, he emphasized the need to carefully choose the timing of the announcement to strike a balance.

Sun mentioned that the usual licensing period for residential care homes for persons with disabilities is renewed every three years. Given the severity of this incident, the Social Welfare Department has exercised its authority to change the renewal period for this facility to once a year, ensuring that appropriate improvement measures are implemented.

Sun pointed out that the Hong Chi Association has established an independent review committee regarding the incident, and that the report will be submitted to the Social Welfare Department. He hopes the committee will timely report improvement measures to ensure that similar incidents do not occur again.
