Govt to optimize disciplinary mechanism for civil servants

The Panel on Public Service of the Legislative Council discussed measures of the policy address today (Oct. 21).

Ingrid Yeung Ho Poi-yan, The Secretary for the Civil Service pointed out that since 2019, a total of 1,073 civil servants have faced formal disciplinary actions and sanction due to serious misconduct or criminal offenses, with 214 being dismissed. In the previous financial year, 51 civil servants were dismissed, which is higher than the average of 39 per year in previous years.

She further stated that an additional 2,080 individuals faced summary disciplinary actions for less serious misconduct.

She indicated that they will continue to optimize the disciplinary mechanism for civil servants, having already required departments to report on the progress of disciplinary cases to the Civil Service Bureau every six months since the beginning of the year. Additionally, the Secretariat on Civil Service will hold four workshops this year to train departmental managers on the skills and capabilities needed to investigate disciplinary cases.
