Sources indicate that the government has responded positively to cross-party efforts to reduce or abolish the spirits tax, with a reduction of at least 30% expected in the upcoming Policy Address, a complete elimination of the tax is not anticipated.
Alcoholic beverages with an alcohol content over 30% are subject to a 100% duty in Hong Kong currently. This year, major political groups have advocated for a reduction in the spirits tax, though their proposals vary.
Legislative Council member, Benson Luk, favors abolishing the spirits tax entirely, aiming to replicate the WOW effect (it means people's expectations are being exceeded) seen with the removal of the wine tax. He believes that only by eliminating the tax can the benefits for transshipment merchants be maximized, thus promoting Hong Kong as a re-export and auction center for spirits.
Earlier reports indicated that the government of the Hong Kong Special Administrative Region
considered introducing a tiered tax system and imposing lower taxes on higher-priced spirits to boost the consumption of premium alcoholic beverages.
