Ensure academic fairness: Several Chinese universities announce expulsion of international students for non-compliance with relevant rules

Since the beginning of this year, multiple Chinese universities have consecutively announced decisions to expel certain international students who didn't follow the school rules.

Zhejiang Gongshang University, School of Law

Two international students have been expelled.

On September 19, the School of Law at Zhejiang Gongshang University released a notice regarding the expulsion of two international students. The announcement stated that according to relevant regulations, international students should be expelled under the following circumstances: (1) Failing to meet graduation requirements within the maximum study period; (2) Being absent from school activities for two consecutive weeks without approval; (5) Failing to apply for reinstatement after a leave of absence or after the expiration of their reserved status; (7) Not paying tuition and fees as required by the school.

The notice indicated that one of the expelled students failed to meet graduation requirements within the maximum study period, did not apply for reinstatement after their leave of absence expired, and did not pay the required fees. The other student did not apply for reinstatement after their leave of absence expired.

Central University of Finance and Economics, International Students Office

Twenty-four students have been expelled.

On April 9, the International Students Office at the Central University of Finance and Economics announced the expulsion of 24 students due to their failure to apply for reinstatement within the designated period and exceeding the registration deadline without completing the necessary procedures.

Hefei University, International Education College

Thirty-three international students have been expelled.

On July 19, Hefei University's International Education College released a notice regarding expulsing 33 international students. The announcement emphasized the need to uphold school discipline and maintain normal teaching order, citing regulations from the Hefei University International Student Management Measures.

Yunnan Minzu University, International College

 

 

Twenty-eight students have been expelled.

In June, Yunnan Minzu University's International College issued three expulsion notices affecting a total of 28 international students. The reasons included exceeding the maximum study period without completing their studies and receiving a third academic warning for failing to participate in required school activities.

To standardize the recruitment, training, and management of international students and facilitate their studies in China, the Chinese Ministry of Education, Ministry of Foreign Affairs, and Ministry of Public Security jointly formulated the "Management Measures for the Recruitment and Training of International Students" in 2017.

In 2018, the Ministry of Education introduced the "Quality Standards for Higher Education for International Students in China (Trial)," which reinforced requirements for recruiting and training international students, emphasizing the need for a consistent management approach for both domestic and international students.

In June 2020, the Chinese Ministry of Education issued a notice stressing that all units should strictly implement the management measures and quality standards, avoiding the blind pursuit of internationalization metrics and student enrollment scales.
