The Chief Executive, John Lee, meets reporters before attending a press conference today (July 16). Lee said the issue of regulating the licensing of online car-hailing involves the demand for and operation of taxi services and point-to-point online car-hailing.

Lee said the government believed that the quality of taxi service can be enhanced through effective management and competition, coupled with appropriate measures to combat non-compliance, including introducing taxi fleets to provide better service. He said that five taxi fleets will be approved to introduce healthy competition.

Regarding online car-hailing services, Lee said that reference is being made to the experience of advanced overseas cities in managing online car-hailing services, as well as listening to the views of various parties and examining the actual needs, so as to ensure the safety of services and adequate protection for passengers, including measures such as vehicle insurance.

In addition, the Transport and Logistics Bureau will make use of a certain period to study the needs of various parties, to study the number of vehicles involved in the netbook, the licenses required, the safety standards, etc., and can also make use of this time to enable the operation of taxis to have a new atmosphere, so as to assess the demand for the netbook, and that the Bureau pragmatically conducts a review and study is necessary, and hopes to make a direction of legislation as soon as possible.
