Hong Kong's higher education is entering a critical period of opportunity. With the release of Hong Kong's First Five-Year Plan and the Policy Address, the Northern Metropolis is positioned as a core growth engine for higher education, innovation and technology. Hung Shui Kiu University Town will take the lead in allocating campus sites in 2026, supporting institutions to move in from 2027 to 2028.
In this episode of Lau Dialogues, Professor Lau Chi-pang will explain how the plan seeks to build a highland for international high-end talent, integrate education, technology and talent development, and expand quality higher education. The Policy Address also introduces concrete measures—including increasing UGC-funded research postgraduate places by about 30%, providing an additional HK$20 million per year for knowledge sharing, and establishing the Fund for Innovative Technology-in-Education—to encourage research translation.
Professor Lau also proposed that the University Town should leverage local universities to attract connections between mainland and international institutions and enterprises, and implement industry-academia-research collaboration. He stated that, as Chairperson of the LegCo Panel on Education, he will continue to act as a bridge between the government and the education sector, cooperating with the SAR government to implement various education measures and cultivate pillars of talent who love the country and Hong Kong and possess an international perspective.
