Hong Kong's first five-year plan marks a breakthrough in the HKSAR government's public governance capacity, incorporating many suggestions from Legislative Council members and responding precisely to public expectations, LegCo President Starry Lee said in an exclusive interview with People's Daily.
Lee said the government succeeded in rolling out the five-year plan in less than a year, with content that balanced quality and quantity. On implementation, the government has shown strong resolve. Citing the Northern Metropolis University Town as an example, she noted that the day after the five-year plan and the Policy Address were announced, tenders were launched for three campus sites in Hung Shui Kiu totaling about 26 hectares, turning planning into development momentum immediately.
She said the five-year plan sets out an implementation safeguard mechanism based on "five-year planning as the overarching guide, annual policy implementation, fiscal budget support, and annual accountability reporting." This has shown society the government's spirit of not shying away from difficult issues, its courage to take responsibility, and its determination to accelerate Hong Kong's development, she said.
Lee said the Legislative Council adheres to the principle of "support without absence, oversight without overreach." It will work with the government to promote Northern Metropolis development, continue to make good use of existing platforms and mechanisms, collaborate closely with the government, actively reflect residents' aspirations, and help the government regularly evaluate the implementation of the five-year plan. This will help identify pain points and difficulties early when policies are implemented and ensure that measures are carried out effectively.
