On September 22, Dr. Celeste LO Tin-yan, a Research Assistant at the School of Law of City University of Hong Kong and a member of the Constitutional Affairs and Human Rights Committee of the Law Society of Hong Kong, delivered a statement under Item 4 of the 63rd session of the United Nations Human Rights Council.
In her remarks, Dr. LO emphasized that Hong Kong is a rule-of-law society where laws must be observed and violations held accountable. She said that rights and freedoms are protected through the Basic Law, the National Security Law, and the Hong Kong Bill of Rights Ordinance, and that Hong Kong continues to implement the ICCPR and ICESCR in accordance with the law. She also stressed that national security cases are prosecuted based on alleged illegal acts rather than political beliefs, and that defendants are tried fairly without interference. Dr. LO concluded by urging organizations not to intervene in ongoing court proceedings or undermine judicial independence.
