Chief Executive John Lee today (Sept. 16) announced Hong Kong's first Five-Year Plan and delivered the 2026 Policy Address.

Mr Lee said ten measures would be rolled out to support SMEs, including:

  • The Commerce and Economic Development Bureau will expand the funding scope of the "BUD Fund" to Uzbekistan and Qatar.
  • The Hong Kong Export Credit Insurance Corporation will extend 20 free buyer credit assessment services for one year.
  • The Hong Kong Trade Development Council will strengthen support for SMEs in expanding into overseas e-commerce markets, while the Trade and Industry Department will support brand development.
  • By enhancing data connectivity through the Commercial Data Interchange (CDI), the efficiency of banks in approving loans for SMEs will be improved.
  • The Hong Kong Monetary Authority will promote trade data interoperability with Shanghai and connect with the ASEAN electronic port system, enabling banks to obtain data in a one-stop manner for approving SME loans.
  • Subsidise SMEs in conducting valuation of intellectual property assets to facilitate related financing.
  • The "BUD Fund" will provide more targeted funding for AI projects.
  • Cyberport's matching grant will support more SMEs in adopting AI and cybersecurity-related digital solutions.
  • The Hong Kong Productivity Council will integrate SME advisory services through the "Digital DIY Portal", providing professional advice and technical support on AI application scenarios and cybersecurity.
  • Subsidise SMEs in adopting innovative logistics technology solutions to interface with the Port Community System.
