Chief Executive John Lee will announce Hong Kong's first Five-Year Plan and deliver the 2026 Policy Address on Sept. 16. Today (Sept. 6), Lee posted a video on social media, outlining his vision for the Five-Year Plan and taking stock of initiatives introduced under previous Policy Addresses. The video highlights a range of livelihood-related policies rolled out by the government, including "Community Living Rooms," "School-based After-school Care Service Scheme," and "Chronic Disease Co-Care Scheme," all of which have benefited many residents.
According to the video, the current-term government has set up 16 "Community Living Rooms" to date, benefiting around 9,000 subdivided-flat households, with cumulative service visits nearing 2.2 million. The government has also introduced the "School-based After-school Care Service Scheme," which allows primary students who need it to stay on campus after school and receive care and learning support in a safe and familiar environment, helping ease the pressure on parents.
The video also mentioned that there are 12 "Ethnic Minority Care Teams" across Hong Kong, made up mainly members of ethnic minority. They have conducted about 10,000 home visits and some 1,000 outreach services, reaching around 18,000 ethnic minority families. Meanwhile, over the past few years, successive Policy Addresses have progressively expanded and deepened the "Chronic Disease Co-Care Scheme," providing chronic disease screening services, including diabetes and hypertension as well as blood lipid checks for eligible Hong Kong residents aged 45 or above. To date, more than 260,000 residents have participated in the scheme.
John Lee said that Hong Kong's first Five-Year Plan will, through a long-term development strategy, continuously enhance people's well-being, while the Policy Address will introduce concrete measures year by year to improve housing, livelihood, healthcare and other areas. He also thanked the public for their valuable views during the public consultation period, saying the government will consolidate these opinions and incorporate them into planning and governance, promoting sustained economic development, continuously improving people's livelihood, and working together to create new opportunities for Hong Kong.
