The Centre for Food Safety (CFS) of the Food and Environmental Hygiene Department announced on Aug. 26 that a batch of Junlebao pure milk samples had been found to contain ten or more colonies, exceeding the standard set under the Milk Regulations (Cap. 132, sub. leg. AQ). The affected products were sealed and did not reach the market.
Today (Aug. 31), Junlebao Dairy Group Co., Ltd. issued a statement explaining the situation and releasing the results of a full‑process investigation. The company confirmed that the product in question features traditional Chinese character packaging designed exclusively for the Hong Kong market and was not sold elsewhere. The batch, produced on May 7, 2026, was inspected by the company before leaving the factory and was found to comply with both mainland and Hong Kong standards. The entire logistics chain — from factory dispatch and transportation to transit in Shenzhen, customs clearance, and arrival in Hong Kong — was in full compliance with export supervision regulations. Following the incident, the Shijiazhuang Customs Technology Center tested retained samples from the batch and issued a report on Aug. 30 showing that the product met Hong Kong standards and passed the total bacterial count requirement. The investigation concluded that the abnormal indicator was caused by improper handling during loading and unloading at the Hong Kong warehouse, which resulted in damage to some products. The batch was still in storage at the time and had not entered the market circulation channel.
