HKSAR Government launched a public consultation on Hong Kong's first-ever "Five-Year Plan" for economic and social development. This marks a fundamental shift from passive "small government, big market" thinking to proactive, target-driven strategic planning. Five-year plans are a core strength of China's governance model, and the central government has dedicated chapters to Hong Kong since the 12th Five-Year Plan.
In this episode, Dr. Henry Ho will introduce the blueprint, which covers economic growth, the Northern Metropolis, green transition, and key livelihood areas – housing, healthcare, education, and elderly care – embedding research and expert input into policymaking. The consultation runs until Aug. 14, with the final text due in Q3.
