Six airlines operating domestic flights at Tokyo's Haneda Airport – one of the world's busiest airports – plan to change their baggage drop-off deadline starting September 1 this year, moving it forward from the current 20 minutes before departure to 30 minutes before departure. The six carriers are All Nippon Airways (ANA), Japan Airlines (JAL), Japan Transocean Air (JTA), Solaseed Air, StarFlyer, and AIRDO. Skymark Airlines, however, will temporarily maintain its existing deadline.

Haneda Airport handled over 90 million passengers for the first time in 2025, making it one of the busiest airports globally. According to reports, the on‑time performance of domestic flights – defined as departures within 15 minutes of the scheduled time – has been declining steadily since 2015, when it stood at 91%, and hit a record low of 83% last year. In response, Japan's Ministry of Land, Infrastructure, Transport and Tourism has urged carriers to make improvements, prompting the six airlines to bring the baggage check‑in cutoff forward by 10 minutes in an effort to reduce delays.
