The Victoria Harbour Nexus Innovation Fund signing ceremony took place today (July 30), launching nine Hong Kong-Shanghai sci-tech projects.
As the first fund under the enhanced ITVF scheme jointly established by the HKSAR Government and Chinese mainland institutions, it marks a milestone for cross-city innovation.
The fund adopts a two-way collaboration model, translating HK research into Yangtze River Delta industrial applications while helping mainland hard-tech firms go global via HK.
With a total size of HK$600 million, it targets AI, advanced manufacturing, and life sciences.
The enhanced ITVF uses a 1:3 government-to-market matching ratio, having received over 60 applications. The fund requires 100% investment in HK-related tech firms, at least 50% in HK companies, and mandates that investees deploy at least 50% of funds into HK operations.
Shifting from co-investment to a fund manager model, it leverages HK's financial strengths to mobilise private capital.
The nine proposed projects span AI, manufacturing, new energy, and healthcare, featuring proprietary technologies with strong commercialisation potential.
