The United States is expected to formally announce on July 1 that it will not extend the US-Mexico-Canada Agreement (USMCA), activating a 10-year termination countdown that would gradually bring the 32‑year‑old North American free‑trade area to a close. The three-member nations are currently jockeying over possible revisions to the pact.

According to Reuters, the announcement would kick off a six‑year review process, part of the "sunset clause" that was negotiated into the agreement during President Trump's first term. However, all sides are still likely to engage in intense negotiations over the agreement's future, with key points of contention including broad demands to raise the US and regional content requirements for automotive production in North America. Trade officials from the three countries are scheduled to hold an online meeting on July 1 and announce whether they are willing to extend the USMCA for another 16 years. US Trade Representative Jamieson Greer has already scheduled a third round of consultations with Mexico for the week of July 20, signaling his intention to continue pushing for adjustments to the deal.

Agreement Could Remain in Limbo Indefinitely

Mexican Economy Minister Marcelo Ebrard said on June 30 that he does not believe the USMCA will be scrapped. Mexican President Claudia Sheinbaum also stated that she has signed a letter requesting a 16‑year extension of the agreement. If the three parties fail to reach a consensus on the revisions, the USMCA would enter a state of indefinite limbo, with similar review meetings held annually over the next decade, after which the agreement would expire on July 1, 2036.

President Trump, during his first term, led the negotiations that replaced the 1994 North American Free Trade Agreement with the USMCA. When the USMCA took effect in 2020, Trump hailed it as the fairest, most balanced, and most beneficial trade agreement we have ever signed into force. But as the US goods trade deficit with Mexico widened, Trump quickly changed his stance on the pact, frequently saying he did not want to renew it and preferring to impose high tariffs on Mexican and Canadian automobiles, steel, and aluminum.
