Hong Kong Express announced today (March 28) that, effective from the early hours of March 29, and in line with the latest International Civil Aviation Organization (ICAO) regulations, each passenger will be allowed to carry a maximum of two portable lithium battery power banks on board. The use of power banks during flight will be prohibited. The airline said it will strictly adhere to ICAO regulations to ensure flight safety.
ICAO said the new rule—adopted based on expert recommendations—is intended to address emerging risks and strengthen safety for passengers and airlines, and that it will distribute supplementary technical guidance to member states. Flight crew will still be permitted to carry and use portable charging devices as required for aircraft operations.
