Shum explains that the plan marks a new strategic stage for Hong Kong's integration with the Greater Bay Area—going beyond financial services toward technological innovation, digital economy transformation, and deeper synergy with the mainland's innovation corridors.
He highlights the Northern Metropolis as a key project where Hong Kong's new identity as an innovation hub starts to materialize. Envisioned as a "twin cities" development with Shenzhen, it will link Hong Kong's universities, R&D centers, and tech ventures directly with Shenzhen's manufacturing and application ecosystems. The upcoming Hong Kong-Shenzhen Qianhai railway will further strengthen this cross-boundary connection.
Shum notes that the new era will require fresh policy and legal frameworks—cross-boundary land development models, integrated infrastructure governance, and harmonized business environments.
"The next five years are not just about physical development," Shum says. "They are about reimagining Hong Kong's role in China's modernization drive."
