On March 5, the Fourth Session of the 14th National People's Congress (NPC) opened at the Great Hall of the People in Beijing.
Hong Kong NPC deputy Gordon Lam said he has submitted a proposal this year to promote paid off-peak leave for employees, enabling more flexible leave arrangements such as time-off-in-lieu and, where feasible, paid holidays.
He noted that the idea addresses workers' concerns and is also linked to expanding domestic demand and boosting consumption: off-peak travel could help distribute visitor flows more evenly across scenic spots and consumption venues, while creating additional spending opportunities around staggered holidays.
