Financial Secretary Paul Chan presented the 2026-27 Budget this morning (Feb. 25). Regarding housing supply, Chan stated that the total construction of public housing in Hong Kong, including "Light Public Housing," is projected to be approximately 196,000 units over the next five years, which is an increase of over 80% compared to the previous five-year term when this government took office.
Last year, about 9,500 units of "Light Public Housing" were completed, steadily progressing toward the goal of completing around 30,000 units before the 2027/28 fiscal year. The regulation system for "Basic Housing Unit" will be implemented starting in March, with a transitional arrangement lasting 48 months.
As for private housing supply, it is anticipated that the average completion rate for private residential units over the next five years will be approximately 17,000 units per year, a decrease of about 8% from the average of the past five years. In the next three to four years, the potential supply of new private residential units is estimated to be around 104,000 units.
