According to a report by Xinhua News Agency, the Malaysian Communications and Multimedia Commission (MCMC) stated on Jan. 11, announcing a temporary restriction on Malaysian internet users' access to the AI chatbot "Grok," developed by U.S. entrepreneur Elon Musk's company.
The statement explained that this regulatory measure was taken due to the misuse of "Grok" to generate obscene, highly offensive, and non-consensual synthetic image content, including material involving women and minors. Malaysia has become the second country, after Indonesia, to restrict "Grok" for similar reasons.
"Grok," developed by Musk's artificial intelligence company xAI, is integrated into Musk's social media platform X. The MCMC stated that it had issued notifications to the X platform and xAI on Jan. 3 and Jan. 8 of this month, respectively, requesting the implementation of effective technical safeguards and content moderation mechanisms, among other measures, to prevent the generation of AI content that may violate Malaysian laws. However, the response submitted by the X platform primarily relied on user-initiated reporting mechanisms, which failed to adequately address the inherent risks associated with the design and operation of the AI tool.
The MCMC deemed the above approach insufficient to prevent harm and ensure compliance with legal requirements, leading to the adoption of a preventive and proportionate temporary restriction measure. The restriction will remain in effect until effective protective mechanisms, particularly those preventing AI-generated pornographic content involving women and children, are implemented.
