Lam referenced the recently released white paper on Hong Kong's democratic development under "one country, two systems," emphasizing that Hong Kong's democratic progress must advance gradually based on actual conditions. The goal remains to ensure the steady and enduring implementation of "one country, two systems," achieving long-term stability and prosperity for Hong Kong and the peaceful livelihood of its citizens.
The letter also mentioned witnessing the determination of Hong Kong people to support one another and unite in rebuilding their homes during difficult times. Lam urged his colleagues to seize the opportunity and join him in "moving forward hand in hand with composure" on this Sunday's Legislative Council election voting day, collectively striving toward the goal of building a more stable and prosperous society.
