Last month, the Myanmar National Defense Force launched a clearance operation against telecom fraud parks in the country's border areas, dealing a heavy blow to scam hubs such as the KK Park in Karen State. However, recent media reports reveal that the operation failed to "eradicate the root" of the problem, as some dispersed scam operators have already begun "re-emerging" in the industry. A "second recruitment wave" for these individuals has even emerged in Myanmar and neighboring countries.

According to an AFP report on the 4th, during the raid on KK Park, the Myanmar military seized 30 Starlink satellite internet kits and accessories, searched over 100 buildings, and uncovered 2,198 individuals involved in fraud and gambling. Additionally, reports from Thailand indicate that the downfall of KK Park triggered a "mass exodus," with approximately 1,500 scam park employees crossing the border into Thailand. These individuals came from 28 countries worldwide, including 500 Indians and 200 Filipinos. Security experts estimate that KK Park once housed around 20,000 people, and the whereabouts of the remaining individuals suggest they have likely relocated to other scam hubs for "re-employment."

One scam industry insider disclosed to the media that their fraud organization, located about 3 kilometers from KK Park, recruited hundreds of escapees from KK Park on Oct. 23 alone, lured by a monthly salary of US$1,400. Most of these recruits joined voluntarily. Jason, an expert on organized crime, noted that although telecom fraud is illegal, many locals view it as "just a job." Even with the collapse of KK Park, these individuals can simply move to other scam dens to continue their work. Apart from those seeking opportunities on their own, a significant number of foreign scam workers are likely under the control of local gangs.

According to informed sources, after the fall of KK Park, armed groups in the vicinity scrambled to seize the human resources from the park, relocating "unemployed" individuals to other scam operations and profiting immensely from the process. Some "skilled workers" were valued as high as US$70,000.

Thai police estimates suggest that as many as 100,000 scam operators are active in the border areas between Thailand and Myanmar alone. Although the Myanmar government has intensified its crackdown on telecom fraud in recent years, many locals believe these efforts remain insufficient, and completely eradicating telecom fraud remains a daunting task.
