The Hong Kong Observatory (HKO) stated today (Oct. 21) that Tropical Storm Fengshen passed approximately 400 kilometers south of HK over the past few hours. Under the combined influence of Fengshen and the northeast monsoon, strong winds are expected across the city, with occasional gale-force winds at higher altitudes.
The Strong Wind Signal No. 3 will remain in force until at least 6 p.m. tonight. As Fengshen gradually moves southwestward and away from HK, the city's weather will become dominated by the northeast monsoon, at which point the HKO may replace Signal No. 3 with a Strong Monsoon Signal.
The outer rainbands of Fengshen are expected to affect the Pearl River Delta region and the Guangdong coast today, bringing noticeably cooler weather to HK. The HKO warned of large waves and swells at sea and advised the public to stay away from the shoreline and stop all water activities.
Due to the combined effects of the astronomical high tide, the northeast monsoon, and Fengshen, coastal water levels in HK are expected to rise by 0.5 to 1 meter above normal over the next two to three days. During high tide at night, low-lying coastal areas may experience flooding, and water levels in Victoria Harbour are predicted to rise to approximately 3 meters above chart datum.
The HKO forecasts strong to gale-force northerly winds across HK today, with occasional gale-force winds in high-altitude areas. The weather will be cloudy with occasional rain, large waves, and swells. Temperatures during the day will hover around 23°C and gradually drop to a low of around 19°C tonight.
Looking ahead, winds will remain strong tomorrow with occasional rain, which may be heavier at times early in the day. The sea will remain rough with large waves and swells. Temperatures in urban areas will drop to a low of 19°C, with temperatures in the New Territories falling 2 to 3°C lower. Coastal low-lying areas may experience flooding at night.
Later in the week, the weather will turn brighter, with daytime temperatures gradually rising.
