The Hong Kong Observatory issued a Hurricane Signal No. 10 at 2:40 am today (Sept. 24) and a yellow rainstorm warning at 2:45 am. The Observatory stated that Ragasa is beginning to move away from the region, but the associated hurricane is still intermittently affecting the southwestern part of Hong Kong. The Hurricane Signal No. 10 will remain in effect for some time.

Ragasa is causing significant storm surges, with water levels along the coast rising above 3 meters relative to the chart datum by 9 am this morning. The coastal water levels are still gradually increasing and are expected to reach their peak around noon.

The Fire Services Department reported that as of 8 am today, they had received multiple requests for assistance, including over 130 emergency tree collapse incidents and more than 90 lift incidents.
