Exclusive interview with CE: Govt to expand HK's global trade platform and explore emerging markets

Following the release of the Policy Address 2025 on Sept. 17, Hong Kong Chief Executive (CE) John Lee visited the HK Ta Kung Wen Wei Media Group today (Sept. 19) for an exclusive interview. HK has long served as a "super connector" and a "super value-adder," functioning as a bridge between the Chinese Mainland and international markets. Lee pointed out that while risks exist under the current global trade environment, there are even more opportunities. The HK Special Administrative Region (HKSAR) Government will seize the momentum of enterprises "going global," expand the platform's "capacity," and explore emerging markets such as Central Asia and South America.

Increase "frequencies" and "capacity" to make businesses naturally "get on board"

Lee highlighted that in the current trade environment, many mainland enterprises are diversifying into multiple markets instead of relying on a single one, which underscores the importance of HK as a platform. Therefore, HK must firmly capitalize on this accelerated growth opportunity.

He noted that during his previous visit to the Middle East, where he led a delegation including more than 20 mainland enterprise representatives, the outcomes exceeded expectations. Some cooperation projects have already been signed and implemented. He revealed that local businesses in the Middle East responded enthusiastically to the delegation, reflecting the international market's high regard for HK as a business hub.

To further promote enterprises "going global," the HKSAR Government will strengthen its support on multiple fronts.

Lee explained that expert opinions from the CE's Policy Unit indicate that "going global" represents the "biggest opportunity" for HK at this stage. He emphasized that, regardless of whether the government provides assistance, enterprises are already heading in this direction. He described HK as a "high-speed train" with many "frequencies" already in place. The government's role, therefore, is to increase the "frequencies" and "capacity," enabling businesses to naturally "get on board." 

In this process, HK facilitates numerous business opportunities, spanning industries such as services, professional sectors, and financing, fostering a mutually beneficial and win-win situation. Consequently, Lee stated that the HKSAR Government will expand the "capacity" of the "going global" platform and broaden HK's international network.

Plans for overseas visits revealed, Central Asia and South America to be key destinations

Lee stated that while traditional markets in Europe and the US must still be valued, and ongoing efforts will continue in ASEAN and the Middle East, regions such as Central Asia and South America are brimming with new opportunities for collaboration.

He mentioned that HK had earlier signed a Free Trade Agreement with Peru, and there have been mutual invitations for cooperation between HK and several Central Asian countries. These reflect the strong willingness and potential for collaboration between HK and these emerging regions. As such, Lee plans to visit Central Asia and South America in the future to further explore these markets.

Lee noted that as a free port, HK excels in trade, shipping, technology, and supply chain management, which he believes will make HK highly attractive to emerging overseas markets. Regarding his upcoming foreign visits, Lee said that scheduling is currently under review, and he hopes to lead another delegation next year to explore new markets and establish new relationships.
