In his fourth Policy Address, Chief Executive John Lee stated the combined efforts to encourage childbirth.
Starting from the 2026/27 tax year:
- Taxpayers will receive a tax allowance of 260,000 for each child during the first two years after birth. This applies to all children under the age of 2 at the end of the tax year.
- From December 2025, the statutory storage period for self-owned frozen eggs and sperm will be abolished.
- Over the next three years, 15 new government-subsidized childcare centers will be added.
- This academic year, the School-based After School Care Service Scheme will be expanded with no limits on available places.
- A dedicated support window will be established to assist pregnant women in waiting for medical services.
