Policy Address 2025 | Non-local student quota to increase to 50%

Chief Executive John Lee delivered his fourth Policy Address at the Legislative Council today (Sept. 17) at 11 am.

In his fourth Policy Address, Chief Executive John Lee announced that the non-local student quota will increase to 50%, and will enhance measures against "Shell Schooling".

Starting from the 2026/27 academic year:

  • The cap on non-local students paying for self-funded places at government-subsidised post-secondary institutions will be raised to 50% of local student places.
  • The cap on self-funded places for excess admissions in government-subsidised postgraduate programs will increase to 120.
  • Direct subsidies to primary and secondary schools can apply to raise the number of non-local students.

Strengthening Efforts to Combat Violations in Providing DSE Courses or "Shell Schooling":

  • Establishment of a reporting mechanism and surprise inspections.
  • Clarification of arrangements for DSE private candidates in 2026.
  • Development of a code of practice for private schools and establishment of a private school registry within the year.
