
From August 25 to 30, the 15th Annual Conference of the Overseas Chinese Media Cooperation Organization (OCMCO) was successfully held in Hunan Province, China. The media leadership delegation explored the vibrant wave of technological innovation in Hunan.
On Aug. 27, the group visited the overseas returnees town (Hai Gui Town) at Daze Lake in Wangcheng District, Changsha. As one of the key areas in Changsha's initiative to build a global R&D center city, this location offers the "best in Changsha and the best in Central China" special policies and has established a mother fund for overseas returnee scientific innovation, providing comprehensive financial support for enterprises throughout their lifecycle.
According to reporters from Hong Kong's Wen Wei Po, the "one city, one area, three bases" framework serves as the main support for Changsha's development as a global R&D center. "One city" refers to the Xiangjiang science city, "one area" refers to the Changsha free trade zone, and "three bases" include the Malanshan base, the Keda Jinxia Base, and the Daze Lake base. These areas are set to be developed with "high standards, high quality, and high positioning."

Building an "Ecology + Innovation + Culture" Model
The Daze Lake overseas returnees town is a joint project between the European and American Alumni Association and the Changsha municipal government, covering a planned area of approximately 15,000 acres. Upon arrival, the media delegation first visited the R&D center, where seven white buildings surround a "sky hall," exuding a strong sense of technology.
As a national-level innovation and entrepreneurship platform for overseas returnees, the core area of the town focuses on cutting-edge fields such as intelligent manufacturing, artificial intelligence, and biomedicine. Leveraging the ecological wetland resources of Daze Lake, the town aims to create a three-in-one development model of "ecology + innovation + culture," aspiring to become the most attractive international innovation community in Central China.
Changsha's municipal government has asserted that it aims to provide the best environment for researchers. The media delegation experienced this firsthand at Daze Lake overseas returnees town, located by the Xiangjiang, where Yueliangdao and Xiangluzhou face each other. The town boasts 648 acres of core water area within the Daze Lake natural wetland park, characterized by lush vegetation and abundant wildlife, where ecology and culture intertwine.
The Only "Xiang Business Headquarters Base" in Central China
Luo Zeyu, the Director for Investment of Hunan Haichuang Investment and Operation Co., introduced to the media delegation that the Daze Lake overseas returnees town is not only one of the top ten overseas returnee towns in China but also the only "Xiang business headquarters base" in Central China, empowered by both policy and resources. The town features an 8-kilometer riverside along the Xiangjiang, 4,000 acres of Yueliangdao, and 3,000 acres of Daze Lake wetland park, making it a rare ecological innovation oasis in the urban center of Central China.
"This place offers 'the best in Changsha and the best in Central China' special policies and has established a mother fund for overseas returnee scientific innovation, providing comprehensive financial support for enterprises," Luo Zeyu stated.
The media delegation also ascended to the "Sky ring," a three-tower interconnected structure made entirely of steel. Standing on the large circular glass corridor, they overlooked the entire town, as if a magnificent tapestry of research and dreams was unfolding before them.
"I am deeply impressed by the technological development in Changsha," said a journalist from South Korea's AJP.
Building Incubation Platforms to Attract Talent
In recent years, Daze Lake overseas returnees town has emerged as a key international innovation and entrepreneurship platform in Hunan Province. With its advantageous location, comprehensive supporting policies, and precise industry positioning, it has attracted numerous overseas returnee talents and high-tech enterprises, gradually becoming a new engine for technological innovation and industrial upgrading in Central China.
To attract tech talents to innovate and start businesses in the town, Wangcheng District has been continuously enhancing its offerings according to the "best in Changsha and the best in Central China" standard. It has introduced a series of talent policies, including "10 regulations for key talents" and "36 regulations for the innovation park." The district is also building service platforms like the university student innovation and entrepreneurship base and the Hunan overseas students entrepreneurship park, attracting the establishment of the province's first Sodium battery research institute, the Hunan new energy technology research institute, and several high-tech incubation platforms to nurture new talents in innovation and entrepreneurship.
According to Luo Zeyu, by the first half of 2025, the overseas returnees town had introduced 75 projects covering key areas such as intelligent terminals and advanced manufacturing, quantum technology, artificial intelligence and spatial computing, and headquarters economy.
