Deepline | To the top! HK ranked most internationalized Asian city in new HKGCC study

The Hong Kong General Chamber of Commerce recently announced the "Asian Cities Internationality Index 2025," which evaluates the performance of 11 major Asian cities across seven categories. With a maximum score of 100 points, Hong Kong ranked first with 73.7 points, followed closely by Singapore with 73.5 points. In the "Business and Economics" category, Hong Kong also took the top spot.

Respondents highlighted Hong Kong's free and diversified financial markets, as well as its open business environment. The Chamber stated that the index underscores Hong Kong's significant role in the global economy, affirming its status as an international financial center, a hub for major events, an international education nexus, and a city with a free, safe, and stable living environment.

Seven Categories and 113 Indicators

The index assessed seven categories, comprising a total of 113 indicators:

  • Business and Economics
  • Quality of Life
  • Infrastructure and Connectivity
  • Innovation and Ideas
  • Human Capital Diversity
  • Cultural Interaction
  • Government and Legal System for Business

Overall, the 11 ranked cities represent both advanced and emerging economies, each showcasing multicultural characteristics and unique comparative advantages. Tokyo (70 points) and Seoul (69.4 points) formed the next tier. Tokyo led in quality of life, cultural interaction, and international influence, while Seoul stood out in transportation facilities and information connectivity, enhancing their global appeal.

Shanghai's thriving innovation ecosystem leads Asia

Following closely were Shanghai (65.1 points), Bangkok (61.3 points), Kuala Lumpur (60.7 points), and Taipei (57.9 points). The survey noted that Shanghai boasts a vibrant innovation ecosystem and leads in innovation performance.

Other cities also demonstrated distinct strengths, such as tourism appeal, diverse educational resources, and information accessibility. However, their international standing still requires further enhancement. Meanwhile, Jakarta (55.5 points), Ho Chi Minh City (53.9 points), and Mumbai (53.1 points) are relatively self-sufficient. Nevertheless, these cities are actively seizing opportunities arising from geopolitical shifts and remain optimistic about future development.

Chamber chairman's recommendations

Agnes Chan, Chairman of the Hong Kong General Chamber of Commerce, stated that the study provides actionable insights to guide policy direction and decision-making, while also helping to elevate Asia's position in the global economy. She emphasized that to enhance international attractiveness, Asian cities should:

- Strengthen ties with emerging markets to foster collaboration and global development

- Enhance digital connectivity to promote cross-border knowledge and cultural exchanges

- Cultivate a diverse talent pool to facilitate dialogue and inspire innovative ideas and solutions

- Ensure commercial regulations align with international standards and best practices

- Preserve and promote local cultural heritage while embracing multiculturalism and diverse perspectives

Call for continued support for startups

In the "Business and Economics" category, where Hong Kong ranked first, respondents praised its free and diversified financial markets and open business environment. The Chamber recommended that Hong Kong increase support for international SMEs and startups to drive innovative ideas.
