
The Digital Policy Office (DPO) announced today (April 15) the release of the Hong Kong Generative Artificial Intelligence Technical and Application Guideline (the Guideline).
The Guideline is designed to offer practical operational advice for technology developers, service providers, and users regarding the application of generative artificial intelligence (AI) technology. It outlines the scope and limitations of applications, identifies potential risks, and establishes governance principles related to generative AI. This includes addressing technical risks such as data leakage, model bias, and necessary error mitigation.
Previously, the DPO commissioned the Hong Kong Generative AI Research and Development Center (HKGAI) to examine and recommend appropriate codes and guidelines focused on accuracy, accountability, and information security in generative AI technologies. This was based on real-world applications and industry feedback. After reviewing the research findings and recommendations, the DPO published the Guideline. Its main goal is to balance AI innovation, application, and responsibility, thereby creating a governance framework suited to Hong Kong's unique context for all stakeholders in the AI ecosystem.
In his speech at the Forum on Large AI Models during the World Internet Conference Asia-Pacific Summit this morning, Commissioner for Digital Policy Mr. Tony Wong stated, "The Government hopes that the Guideline can help the industry and the public develop and apply generative AI technology safely and responsibly, while promoting innovative AI applications, mitigating risks, and encouraging widespread use of generative AI in Hong Kong."
The DPO will continue to keep track of the latest developments in generative AI technology and applications, maintaining close collaboration with HKGAI, relevant academic institutions, and industry groups. The office plans to regularly update the Guideline for reference by all sectors.
Founded in 2023 with support from AIR@InnoHK, which focuses on AI and robotics, the HKGAI is dedicated to the research and development of generative AI technology, including building large language models and creating various applications. These models are tailored to Hong Kong's local culture, language, and security needs. Drawing from practical experiences, the HKGAI summarizes insights from the R&D process and offers recommendations on the accuracy, accountability, and information security of generative AI technologies. Mr. Wong expressed his appreciation to the HKGAI team for their expert research and contributions to the Guideline.
