
The first phase of public hospital fee reform will take effect on New Year's Day next year. Health Secretary Lo Chung-mau announced that this long-discussed reform aims to enhance protection for citizens, similar to providing insurance.
Lo stated that with 5 million visits to government outpatient clinics and over 20 million to private doctors, private practitioners can maintain prices. He believes this reform will benefit 7.5 million residents, increasing their medical coverage.
Regarding the HK$10,000 cap, Lo estimated that around 70,000 people would be covered by a safety net, allowing patients to track their expenses through the HA GO app. If they reach the cap, they can apply for a waiver.
Lo also mentioned that nearly 10% of patients miss their appointments, emphasizing personal responsibility. He likened it to hotel bookings, where advance notice may allow for refunds.
