HK to revamp Native-speaking English Teacher Scheme with new two-tier gratuity system

The Legislative Council's Panel on Education will discuss enhancements to the Native-speaking English Teacher (NET) Scheme next Monday (March 31).

The Education Bureau recently submitted a proposal to the Legislative Council, announcing plans to streamline the retention incentives and gratuity system starting from the 2025/26 school year. Under the new policy, retention incentives for newly hired NET teachers will be removed, and a two-tier gratuity system will be introduced.

NET teachers who complete their first and second contracts will receive gratuities equivalent to 10% of their total basic salary during the contract period. For those who continue to serve after completing two contracts, the gratuity rate will increase to 15%.

Additionally, the government will introduce a new English teacher grant, allocating HK$900,000 annually to each eligible primary school and HK$1 million to each eligible secondary school. Schools must use the funding to hire at least one NET teacher, and any remaining funds may be used to hire English teaching assistants or procure English language learning support services.
