
Chief Executive John Lee announced today (March 18) that the special entry scheme for invited persons of ASEAN countries, as outlined in the Policy Address, has officially come into effect.
The initiative aims to provide streamlined entry procedures for individuals from ASEAN countries who are invited to participate in major events in Hong Kong and contribute significantly to the city's economic development.
Under the scheme, invited guests will enjoy expedited immigration clearance with access to "one-stop" self-service counters for both visa applications and automated clearance services. The initiative is expected to strengthen HK's position as a gateway for ASEAN leaders to access the mainland and global markets.
The relevant government bureaus and departments, including the Financial Services and the Treasury Bureau, the Commerce and Economic Development Bureau, the Innovation, Technology and Industry Bureau, the Culture, Sports and Tourism Bureau, and the Department of Justice, will issue invitations to eligible individuals.
The Commerce and Economic Development Bureau and the Department of Justice will begin issuing invitation letters today to prominent figures in ASEAN's business and legal sectors who have made significant contributions to HK's economic growth. Applications will be processed through a "one-stop" electronic platform managed by the Immigration Department, with relaxed eligibility criteria, such as no longer requiring a prior visit to HK and simplified documentation. Approved participants will receive a three-year validity status, with a minimum stay of two months per visit.
Lee emphasized ASEAN's importance as HK's second-largest trading partner and one of its closest global economic allies. This initiative follows earlier measures in the Policy Address to provide visa facilitation for ASEAN tourists and underscores HK's commitment to fostering deeper economic and trade partnerships with the region.
The new scheme is expected to encourage greater ASEAN participation in international events held in HK, attract investments and business opportunities, and cement HK's role as a strategic platform for accessing the mainland and global markets.
