
The Education Bureau recently issued a notice to all subsidized primary schools in Hong Kong, proposing several solutions to address the issue of surplus teachers caused by the structural decline in school-age population.
Schools may reduce the number of surplus teachers by hiring their surplus teachers to fill vacancies or temporary teaching positions, implementing shared teaching roles, or suggesting that teachers take unpaid leave. Additionally, school management groups are required to reallocate surplus teachers to fill vacancies in their affiliated schools.
The Education Bureau emphasized that if schools are unable to accommodate all surplus teachers, they must report the situation to the Bureau by the 30th of next month. Schools that expect to have teaching vacancies are also required to start reporting this information from April 7.
In light of the ongoing decline in school-age population, the Education Bureau stated that it will gradually and systematically reduce excess school places based on actual circumstances, continuously reviewing relevant policies, and optimizing arrangements as needed to ensure the sustainable development of the educational ecosystem.
