
This morning at 9:00 AM (March 5), the opening meeting of the third session of the 14th National People's Congress was held at the Great Hall of the People. Hong Kong deputy of the National People's Congress (NPC) Nicholas Chan stated that after listening to Premier Li Qiang's government work report, he fully supports the policies outlined.
He also expressed hope to widely promote and share the information and direction from the work report to conclude the "14th Five-Year Plan" successfully and lay a solid foundation for the start of the "15th Five-Year Plan."
In light of the escalating geopolitical tensions and rising external risks, Chan emphasized that Hong Kong should adhere to multilateralism and open cooperation. He urged Hong Kong society to actively assist in expanding high-level openness to the outside world, stabilizing foreign trade and investment, attracting foreign investment, and strengthening overseas comprehensive services in law, finance, and logistics, thereby providing stronger momentum for the co-construction of the Belt and Road Initiative.
Regarding the integration of technological innovation and industrial innovation, Chan mentioned the need to focus on optimizing and harmonizing domestic and international regulatory standards. He stressed that to achieve high-quality growth, it is essential to avoid regulatory lag, which could slow down the progress of technology, productivity, and innovation.
Chan also pointed out that Hong Kong, with its strong vitality and advantages under the "One Country, Two Systems" framework, can serve as China's "super experimental sandbox." It can take the lead in formulating ethical "artificial intelligence laws" and support the national standards for AI.
He looks forward to promoting the establishment of relevant standards through Hong Kong and international intergovernmental organizations, as well as creating an AI industry dispute resolution center to safeguard the "going global" efforts of China's AI technology and enterprises.
