
The Third Session of the 14th National People's Congress (NPC) opened on the morning of March 5 at the Great Hall of the People in Beijing. President Xi Jinping and other state leaders attended the session, where Premier Li Qiang delivered the Government Work Report. The report included several key statements regarding Hong Kong and Macao.
Commitment to "One Country, Two Systems"
The report reaffirmed China's commitment to the principles of:
- "One Country, Two Systems"
- "The people of Hong Kong administer Hong Kong"
- "The people of Macao administer Macao"
- "High degree of autonomy"
It emphasized the need to safeguard the constitutional order of the Special Administrative Regions (SARs) as defined by the Constitution and the Basic Law. Moreover, the report reiterated the "Hong Kong and Macao are administered by patriots" principle to ensure long-term stability and prosperity.
Economic Development and Integration with National Growth
The central government pledged to:
- Support Hong Kong and Macao in growing their economies, improving the lives of their people
- Encourage deeper international cooperation and exchanges
- Further integrate Hong Kong and Macao into China's overall development strategy
Strategic Regional Development and the Greater Bay Area
The report also highlighted the importance of regional economic strategies, including:
- Enhancing the role of key economic hubs such as the Beijing-Tianjin-Hebei region, the Yangtze River Delta, and the Guangdong-Hong Kong-Macao Greater Bay Area
- Strengthening innovation and economic influence in these regions
- Promoting ecological and high-quality development along the Yangtze River and Yellow River basins
The Greater Bay Area (GBA) was emphasized as a strategic focal point, with plans to boost its innovation capacity and economic influence.
The Government Work Report underscores Beijing's continued support for Hong Kong's stability, economic growth, and integration with national development. By reinforcing "One Country, Two Systems," advancing regional economic strategies, and promoting innovation in the Greater Bay Area, China aims to ensure long-term prosperity for Hong Kong and Macao.
