Recently, China's AI startup DeepSeek has made waves globally with its low-cost, high-efficiency AI models. In response, the US Congress has introduced the "Decoupling America's Artificial Intelligence Capabilities from China Act", which prohibits US citizens from aiding China's AI development. The act even bans Americans from downloading or using DeepSeek's products. Violations could result in up to 20 years in prison and a fine of US$1 million (approximately HK$7.79 million).
