Legislation under Article 23 'most important achievement' in 2024: Andrew Leung
Legislative Council (LegCo) President Andrew Leung stated today (Jan. 4) that 2024 was a very busy year, with the most important achievement being the successful enactment of legislation under Article 23 of the Basic Law, along with passing several laws related to people's livelihoods.
Leung emphasized that speed-up does not equate to carelessness or a lack of oversight. He noted that this term of the LegCo has handled proposals quickly while ensuring thorough discussions. Each piece of legislation goes through all necessary procedures from first to third reading, with secretaries and directors present to explain and allow ample expression of members' opinions.
He also believes the current LegCo has moved away from malicious obstruction, filibustering, or insults and is instead engaging in more rational and pragmatic discussions with government officials regarding legislation or policies.
Leung pointed out that the proposals put forth by members are not lacking in diversity; in fact, many proposals or members' opinions may involve "one country, two systems" and connecting with the world, so it is not surprising that many proposals reference national policies.
