25 years of progress: Macao's legislative achievements under 'one country, two systems'
Since Macao's return to China, its legal system has continually improved. In a recent interview with Hong Kong Wen Wei Po, Kou Hoi In, President of the Legislative Assembly of Macao, highlighted the Council's role as a dedicated legislative body that closely collaborates with the Macao SAR government. By adhering to the principles of "One Country, Two Systems," "Macao people administer Macao," and a high degree of autonomy, the Legislative Council has ensured the effective implementation of laws while supporting Macao's integration into China's overall development strategy.
Kou Hoi In shared that the Legislative Council played a pivotal role during Macao's handover, passing 11 essential laws in its first session on the morning of December 20, 1999. This foundational "midnight legislation" established the legal groundwork for Macao's judiciary and legislative institutions, ensuring the smooth implementation of the Basic Law and laying a solid foundation for Macao's long-term development.
Over the past 25 years, the Legislative Council has enacted and amended 404 laws, addressing key areas such as national security, economic growth, and public welfare. Notably, in 2009, the Council implemented Article 23 of the Basic Law by introducing the National Security Law. This was followed by further updates, such as laws safeguarding state secrets and ensuring Macao's contribution to China's sovereignty, security, and developmental interests.
In terms of governance, the Legislative Council has ensured political stability through amendments to laws governing the election of the Chief Executive and the Legislative Council itself. These changes uphold the principle of "patriots governing Macao," strengthening Macao's political foundation for long-term peace and stability.
On the economic front, the Council has focused on maintaining the healthy development of the gaming industry while promoting diversification. This includes accelerating legislation in areas such as traditional Chinese medicine, modern finance, high technology, conventions and exhibitions, and cultural industries—key components of the "1+4" diversification strategy.
The Council has also significantly improved public welfare by enacting laws addressing education, employment, housing, social security, and public safety. These efforts have led to notable improvements in Macao residents' quality of life, enhancing their sense of security, happiness, and fulfillment.
Kou emphasized that Macao's integration into national development remains a priority. For example, the Hengqin Cooperation Zone, jointly managed by Macao and Guangdong Province, provides a platform for innovative collaboration in legal systems, tariffs, and currency. While these efforts are still exploratory, the Legislative Council continues to align its legislative work with the SAR government to support these initiatives.
Looking ahead, Kou expressed confidence that through close collaboration and positive interactions with the SAR government, the Legislative Council will further Macao's integration into the Greater Bay Area and national development. These efforts aim to ensure greater prosperity and stability for Macao while enhancing residents' well-being and security.
