The Secretary for Security, Tang Ping-keung, stated in the Legislative Council today (Nov.27) that the first and second phases of the Sha Tau Kok frontier closed area opening plan, implemented in June 2022 and January this year, have welcomed 134,000 visitors to date, with positive responses.

The first and second phases of the Sha Tau Kok Frontier Closed Area opening plan allow individual and tour group travelers to apply for restricted area permits to access areas in Sha Tau Kok, excluding Chung Ying Street.

Tang mentioned that the policy address has announced an increase in the daily travel quota for the opening plan to 3,000 people. Due to the outdated facilities at the Sha Tau Kok Control Point, to enhance clearance efficiency and promote development in the Sha Tau Kok area, the Hong Kong SAR government and the Shenzhen municipal government have reached a consensus to jointly construct a passenger inspection building across the Sha Tau Kok River, arranging respective inspection channels divided by the center of the river. Regarding transportation, Sha Tau Kok Road generally operates smoothly during busy periods and holidays, and there is currently no need for expansion.

Tang revealed that the feasibility research for rebuilding the Sha Tau Kok Control Point facility is expected to be completed by 2025. The research will cover various aspects, including road infrastructure, public transport, land use needs, border area, land ownership, environmental assessments, and heritage conservation near the port.

He also mentioned that according to the policy address, the Security Bureau will use facial recognition technology to allow residents and workers of Chung Ying Street to trial a new entry and exit system. This will be researched in conjunction with future tourism development plans for opening Chung Ying Street. A pilot program is set to launch by the end of this year, with preparations nearly complete. Individuals holding valid permits will be able to use the new passage to enter the inspection station after pre-registration.
