Two arrested for illegal drone operations near PLA navy vessels in HK
The PLA Navy's amphibious assault ship Hainan (Hull 31) docked at the China Merchants Wharf in Sai Wan. In contrast, the guided-missile destroyer Changsha (Hull 173) ship was stationed at the Stonecutters Island military dock during their visit to Hong Kong. On November 22 and 23, Hong Kong police arrested two men at the China Merchants Wharf in Sai Wan for allegedly violating the Small Unmanned Aircraft Order (Cap. 448), including offenses related to breaching operating requirements. Two small drones were seized during the operation.
The arrested individuals have been released on bail pending further investigation and must report to the police in late December. The Criminal Investigation Team of the Western District Police is currently handling the case.
The police reminded the public that the Civil Aviation Department had designated a Temporary Restricted Flying Zone around the China Merchants Wharf in Sai Wan during the PLA Navy's visit. Unauthorized operation of small drones near PLA naval vessels is a criminal offense, punishable by a maximum fine of HK$100,000 and up to two years in prison.
Authorities emphasized that the Small Unmanned Aircraft Order (Cap. 448), which came into effect on June 1, 2022, applies to all small drones, regardless of whether they are used for recreational or commercial purposes. Drone operators must comply with the requirements under the law.
The police urged citizens to stay informed about restricted flying zones through relevant notices in the Gazette and the Civil Aviation Department's SUA One-Stop Portal.
