
The 42nd Asian and Pacific Conference of Correctional Administrators (APCCA), organized by the Correctional Services Department, is held in Hong Kong from today (Nov. 18) for four consecutive days.


Themed "Collaboration for Sustainable and High-quality Development", The opening ceremony was officiated by the Deputy Chief Secretary for Administration, Cheuk Wing-hing, Secretary for Security, Tang Ping-keung, and Commissioner of Correctional Services, Wong Kwok-hing.

In his speech, Cheuk expressed his delight at seeing over 140 prison and correctional management professionals at this year's conference.
He warmly welcomed the delegations from 29 jurisdictions in the Asia-Pacific region and 16 countries along the Belt and Road, and expressed pride that Hong Kong is hosting the Asia-Pacific Correctional Association for the fourth time.
Cheuk mentioned that the recidivism rate for local offenders has been steadily declining over the past 20 years, dropping from 39.9% in 2000 to 21.7% in 2021, emphasizing that this achievement is hard-won. The Correctional Services Department focuses on using innovation and knowledge to enhance management efficiency, security levels, and the effectiveness of rehabilitation programs.
Cheuk stated that the Hong Kong Correctional Services Department is key to the stability of Hong Kong society. The department is committed to ensuring a safe and reliable environment, providing diverse rehabilitation programs, and expanding the scope of services to promote and deepen multilateral cooperation among correctional institutions in the Asia-Pacific region, aiming to achieve sustainable and high-quality development in the field of corrections.
