50 closed-circuit television cameras installed in Lan Kwai Fong, Central for better crowd management during Halloween
The police have installed 50 closed-circuit television cameras in Lan Kwai Fong, Central, which will provide real-time multi-angle monitoring of the crowd during Halloween. The videos will be transmitted to the Regional Command and Control Centre to assist in developing appropriate crowd control measures.
For the first time, the police will use a crowd estimation system that employs image analysis technology to assess crowd density and determine whether early crowd control measures need to be implemented. Additionally, a public broadcasting system will be adapted to issue emergency announcements.
The police estimate that around 25,000 people will gather in Lan Kwai Fong to celebrate Halloween this Thursday night (Oct. 31). Starting from 2 p.m. that day, the police will gradually close roads and establish waiting areas and emergency routes.
It is expected that during the evening, citizens will be able to enter and exit Lan Kwai Fong freely, but as the crowd increases in the evening, one-way crowd control measures may be implemented. Some entrances to Lan Kwai Fong may be closed.
The police remind citizens, especially those in costumes, not to bring replica firearms or offensive weapons, which may violate the law.
